Design and build is a single contract system between the project owner and a designer - contructor team that is responsible for efficiently carrying out the design and construction process. In order for the project to run according to quality, cost and time, it is necessary to identify the risks in risk management that will occur in planning – construction – monitoring stage of the project to design the mitigations. Risk management is a systematic process that includes risk management planning, identification, analysis, and project risk control.
The purpose of this research is to identify the risks that occur in the breakwater and determine the appropriate mitigation plan to solve the existing risk problems. The approach used in the collection of parameter was use Work Breakdown Structure (WBS) technique. Based on this parameter, Failure Mode and Effect Analysis (FMEA) technique will use to find the dominant risk. FMEA is one of the method to process of reviewing as many component, assemblies and subsystems as posible to identify potential failure modes in a system and their causes and effects.
Based on the result of this study, it was found that the dominant risk in this project is high wave. The appropriate mitigation in this project as follows: provide wave safety standard operating procedure, aware the climate information issued to make planning and schedulling the project, provide the heavy equipment according conditions
