A Study in Government Procurement System: Public-Private Partnership for Infrastructure in Energy Sector

Abstract


Public-Private Partnerships tends  to be widely used as an alternative government procurement system in this digital era, for delivering public service. Researchers around the world for the past 10 years have been studying on this theme and one of the reasons was because of this financing scheme that have been supporting the development of energy infrastructure as the alternative procurement system. The major theme from this research is about the challenges & importance of PPP. With the increasing energy use throughout the globe, effective and successful infrastructure projects in energy are very crucial. The collaboration between the public and private sector could enhance the development of energy infrastructure needs.This qualitative research wants to discuss further about what are the interests of researchers scattered throughout the world by using Systematic Literature Review method. The research collected was published from 2010 to 2020. The  data was collected from 67 highly selected international journal and national journal. It was analyzed on the reasons on Public Private Partnership Scheme become increasing theme in Public Administration discipline and how some governments implement  PPP in energy sector. The brief results of this study are the researchers' considerable interest in the challenges of the PPP project, the importance of the PPP project, the management  and regulatory implications, the risks, and the finance of a PPP project. Therefore, with The public and private sectors should collaborate to manage and mitigate the concerns listed above.
